Job Summary:

The program manager is responsible for the overall supervision and daily operation of the Home to Stay program. The program is designed to assist with successfully reunifying children with their parents in Circuit 10 after removal due to abuse, neglect or abandonment by providing intensive in-home services as well as providing appropriate therapeutic and case management support to assist with the prevention of potential placement breakdown. The program manager supervises a team of Home to Stay Care Managers and Prevention Care Managers who work closely with the parents and the child/children in their homes and in the community to assist where needed in order to facilitate a successful reunification with their child and prevent further removal. Families are typically open with the Home to Stay program four to six months. In addition, the program manager will be an integral part of the Circuit 10 prevention system by representing Peace River Center at various Circuit 10 prevention staffings including the Youth at Risk Staffing, scheduled Lock-Out staffings, and Local Review Team staffings. The program manager will assist with identifying need areas and linking appropriate referrals throughout the Peace River Center system of care.

Essential Duties:

  • Ability to supervise the Home to Stay team in all aspects of their job duties to include counseling, in-home parenting, anger management, crisis intervention/safety plans, substance abuse education, domestic violence education, stress management, financial planning, employment assistance, assistance with hygiene/hazardous conditions as needed to the families
  • Ability to ensure the daily operation of the program is within the contract requirements
  • Ability to ensure staff are compliant with all PRC policies and procedures
  • Ability to train and supervise staff by having weekly case staffings and monthly supervisions
  • Ability to accompany staff to client visits as needed to ensure quality care and customer service
  • Ability to share the responsibility of being on call evenings and weekends with the Home to Stay team
  • Ability to monitor staff documentation to ensure it is within the guidelines set forth by the contract
  • Ability to monitor staff productivity and attendance to ensure their job duties are being carried out as required by the contract and in keeping with their job descriptions
  • Ability to monitor staff time, attendance, and travel to comply with PRC policies and procedures to avoid unnecessary or unapproved overtime
  • Ability to maintain linkages and establish good rapport with the Department of Children and Families/Heartland for Children, and other community agencies within Circuit 10, including attendance and participation in Circuit 10 prevention staffings
  • Ability to utilize support funds as needed
  • Ability to attend all scheduled work hours, meetings, trainings, and other center functions, including on-call as required
  • Ability to perform quality work within deadlines with or without direct supervision
  • Ability to interact professionally with other employees, customers and vendors
  • Ability to work effectively as a team contributor on all assignments

  • Ability to meet state mandated background check and screening requirements
  • Employees offices will be located at the same PRC location where they should work to begin and end their day, unless their day begins or ends in the field
  • This is a 24/7 program so designated schedule may be flexible and vary

Qualifications:

Education:

  • Master's Degree in Human Services field
  • Will consider Bachelor's Degree in Human Services field with three years experience

Experience:

  • Minimum of two years' experience in family-centered practice
  • Minimum of one year of supervisory experience

Certifications:

  • None

Training:

  • Upon hire, 40 hours of contract training is required and must be completed prior to providing direct services to families
  • An additional 40 hours of enhancement training annually including all PRC required training

Knowledge and Skills:

  • Ability to provide counseling to children, youth, adults as well as family counseling

Safety Equipment:

  • Life Safety Equipment (fire extinguisher)

Reasoning Ability:

  • Ability to solve practical problems and deal with a variety of variables
  • Ability to make quality decisions with limited amount of supervision

Transportation:

  • Clean driving record
  • Must be able to meet DOT driving requirements of age 21 and possess a valid Florida's driver's license.
  • Provide and maintain proof of insurance for bodily injury coverage of $50,000/$100,000.
  • Must have reliable transportation.

Machines, Equipment, Tools:

  • Computer, Telephone, Fax, Calculator, Cell phones, Air Cards/Lap top, and Copy Machine.

Lap Top/Air Cards and cell phones will be used in the field . Equipment will not be for personal use. Employees will utilize an authorized printer and fax to print and send required documents.

Work Environment:

The work environment is fast-paced and consists of exposure to physical conditions typical of a normal office environment. The populations cared for will include patients who are confused, delusional, irrational, agitated, or uncooperative. Most of the job is performed while sitting, although the work may require occasional standing or walking and/or the lifting and carrying of small objects. A small amount of travel may be required for meetings etc. to another PRC location.
